Ontario Immigrant Nominee Program
1. Express Entry Human Capital Priorities stream
Ontario’s Express Entry Human Capital Priorities stream is an immigration stream under the Ontario Immigrant Nominee Program (OINP). It allows foreign workers with the required skilled work experience, language abilities and education the opportunity to apply to permanently live and work in Ontario.
Eligibility Requirements under Ontario immigrant nominee program:
- Must have a valid profile in the Express Entry pool under either the Federal Skilled Worker Class (FSWC) or the Canadian Experience Class (CEC).
- Must have a minimum of either: one year work experience within the past five years according to the criteria under the FSWC; or one year work experience within the past three years according to the criteria under the CEC.
- Must have a Canadian Bachelor’s degree or higher or it’s equivalent in another country.
- Must prove a minimum of Canadian Language Benchmark (CLB) level 7 in English or French.
- Must have an intention to live in Ontario.
- Must have enough money to support yourself and dependent family members in Canada.
- Must have a legal status when applying from within Canada.
If your application is successful, you will receive a nomination approval letter and a nomination certificate by email. You have 30 calendar days to accept or refuse the nomination in the Express Entry system.
Once you accept the nomination, you will receive an additional 600 points which means you will receive an ITA for permanent residence from IRCC in the next round of invitations, which are usually done every two weeks. You then have 60 calendar days to submit your application to IRCC for permanent residence.
2. Express Entry French-Speaking Skilled Worker stream
Ontario’s Express Entry French-Speaking Skilled Worker Stream is an immigration stream under the Ontario Immigrant Nominee Program (OINP). It gives French-speaking skilled workers with strong English language abilities the opportunity to apply to permanently live and work in Ontario.
Eligibility Requirements:
- Must have a valid profile in the Express Entry pool under either the Federal Skilled Worker Class (FSWC) or the Canadian Experience Class (CEC).

Eligibility Requirements:
- Must have a valid profile in the Express Entry pool under the Canadian Experience Class (CEC).
- Must have a minimum of 12 months of full-time pr equivalent part-time work experience n Ontario in a skilled trade occupation listed in Minor Group 633 or Major Group 72, 73, or 82 of the National Occupational Classification (NOC) system.
- Work experience must in within last two years from the date of application submission to the OINP.
- Trade certificate or license is required if an occupation is in a compulsory trade that required a license to work in Ontario.
- Must prove a minimum of Canadian Language Benchmark (CLB) level 5 in English or French.
- Must have an intention to live in Ontario.
- Must have enough money to support yourself and dependent family members in Canada.
- Must have a legal status when applying from within Canada.

It allows foreign workers with a job offer in a skilled occupation at Skill Type 0 or Skill Level A or B of the National Occupational Classification (NOC), the opportunity to apply to permanently live and work in Ontario.
Eligibility Requirements:
- Must have a permanent and full-time job offer in a skilled occupation NOC 0, A or B.
- Must have a minimum of 24 months of full-time or equivalent part-time work experience n Ontario in the intended occupation in the last 5 years from the date of application submission to the OINP.
- Must hold a valid license or certificate at the time of application submission for an occupation comes in a compulsory trade that required a license to work in Ontario.
- Must have an intention to live in Ontario.
- Must have a legal status when applying from within Canada.
If your application is successful, you will receive a nomination approval letter, a work permit support letter and a nomination certificate by email.

5. OINP Employer Job Offer: International Student stream
The Employer Job Offer: International Student stream is an immigration stream under the Ontario Immigrant Nominee Program. It allows international students with a job offer in a skilled occupation at Skill Type 0 or Skill Levels A or B of the National Occupational Classification (NOC), the opportunity to apply to permanently live and work in Ontario.
Eligibility Requirements:
- Must have a permanent and full-time job offer in a skilled occupation NOC 0, A or B.
- Must have received a degree or diploma that takes at least two years to complete on a full-time basis or a one-year post-graduate certificate program which requires a previous degree as an admission requirement from an eligible Canadian institution.
- Must apply within two years from the date obtained the educational credential.
- Must have completed at least half of their studies while staying in Canada.
- Must hold a valid license or certificate at the time of application submission for an occupation comes in a compulsory trade that required a license to work in Ontario.
- Must have an intention to live in Ontario.
- Must have a legal status when applying from within Canada.
If your application is successful, you will receive a nomination approval letter, a work permit support letter and a nomination certificate by email.

6. OINP Employer Job Offer: In-Demand Skills stream
The Employer Job Offer: In-Demand Skills stream is an immigration stream under the Ontario Immigrant Nominee Program. It allows foreign workers with a job offer in specific in-demand occupations, such as in agriculture, construction, trucking or personal support work, the opportunity to apply to permanently live and work in Ontario.
Eligibility Requirements:
- Must have a permanent and full-time job offer in the high-demand occupations such as NOC 3413, 4412, 7441, 7511, 7521, 7521, 711, 8431, 9432, 8611, 9462 (inside and outside the Greater Toronto Area) and NOC 9411, 9416, 9417, 9418, 9421, 9422, 9437, 9437, 9446, 9461, 9523, 9523, 9526, 9536, 9537 (outside the Greater Toronto Area).
- Must have a minimum of 9 months of full-time or equivalent part-time work experience n Ontario in the intended occupation in the last 3 years prior to submitting the application.
- Must have completed a Canadian secondary diploma or its equivalent in another country.
- Must prove a minimum of Canadian Language Benchmark (CLB) level 4 in English or French.
- Must hold a valid license or certificate at the time of application submission for an occupation comes in a compulsory trade that required a license to work in Ontario
- Must have an intention to live in Ontario.
- Must have a legal status when applying from within Canada.
If your application is successful, you will receive a nomination approval letter, a work permit support letter and a nomination certificate by email.
You will have six months to submit your application to IRCC for permanent residence.
7. OINP Masters Graduate stream
The Masters Graduate Stream is an immigration stream under the Ontario Immigrant Nominee Program. It gives international graduates with an Ontario master’s degree the opportunity to apply to permanently live and work in Ontario.
Eligibility Requirements:
- Must Graduated or have met all degree requirements from a Master’s degree program at an eligible university in Ontario that requires at least one academic year of full-time study.
- Must prove a minimum of Canadian Language Benchmark (CLB) level 7 in English or French.
- Must stayed in Ontario for at least one year in the past two years before the submission of application.
- Must apply within two years from the date obtained the educational credential.
- Must have an intention to live in Ontario.
- Must have enough money to support yourself and dependent family members in Canada.
- Must have a legal status when applying from within Canada.

8. OINP PhD Graduate stream
The PhD Graduate Stream is an immigration stream under the Ontario Immigrant Nominee Program. It allows international graduates with an Ontario PhD degree the opportunity to apply to permanently live and work in Ontario.
Eligibility Requirements:
- Must Graduated or have met all degree requirements from a PhD degree program at an eligible university in Ontario and have completed at least two years of study in Ontario.
- Must stayed in Ontario for at least one year in the past two years before the submission of application.
- Must apply within two years from the date obtained the educational credential.
- Must have an intention to live in Ontario.
- Must have enough money to support yourself and dependent family members in Canada.
- Must have a legal status when applying from within Canada.

9. OINP Entrepreneur Stream
The Entrepreneur Stream is an immigration stream under the Ontario Immigrant Nominee Program (OINP). This stream is for entrepreneurs from outside of Canada interested in starting a new business or buying an existing business in Ontario.
Eligibility Requirements:
- Must have a permanent and full-time job offer in a skilled occupation NOC 0, A or B.
- Must have a minimum of 24 months of full-time business experience in the last 60 months as a business owner or a senior manager.
- Must possess a Net worth of $800,000 CDN if the proposed business is in the Greater Toronto Area, a Net worth of $400,000 CDN if the proposed business is outside the Greater Toronto Area and a Net worth of $400,000 CDN if the proposed business is in Information and Communications technology/digital communications sectors regardless of the location.
- Must take a minimum personal investment of $600,000 CDN and control at least one-third of the equity in the business if the proposed business is in the Greater Toronto Area, a minimum personal investment of $200,000 CDN and control at least one-third of the equity in the business if the proposed business is outside the Greater Toronto Area and a minimum personal investment of $200,000 CDN and control at least one-third of the equity in the business if the proposed business is in Information and Communications technology/digital communications sectors regardless of the location.
- Must create at least two permanent, full-time jobs for Canadian citizens/ permanent residents if the proposed business is in the Greater Toronto Area and at least one permanent, full-time job for Canadian citizen/ permanent resident if the proposed business is either in outside Greater Toronto Area or is in Information and Communications technology/digital communications sectors.
- Must conduct an Exploratory visit of at least one business-related visit to Ontario in the last 12 months if plan to purchase an existing business prior to the submission of an Expression of Interest.
The first step is to register for an Expression of interest (EOI). Upon selection, you will be invited to submit the application. If your stage 1 application is successful, you will be required to sign the performance agreement and subsequently to that, OINP will issue a letter of confirmation to apply for a temporary work permit to IRCC.
10. The Ontario Regional Immigration pilot
The Rural Immigration Pilot is an immigration pilot program under the Ontario Immigrant Nominee Program (OINP). The Ontario Regional Immigration Pilot is designed to bring skilled workers to Ontario’s rural communities
Eligibility Requirements:
- Must have a permanent and full-time job offer from an employer located in one of the pilot communities located in Ontario which are Chatham-Kent, Cornwall, or Quinte West/Belleville.
- Must meet the requirement for one of the streams under the OINP Employer Job Offer category such as OINP Foreign Worker, International Student and In-Demand skills.
- Must have an intention to live in the selected community.
- Must have a legal status when applying from within Canada.
