Prince Edward Island Provincial Nominee Program (PEI PNP)

Permanent residency in Prince Edward Island can be obtained through many categories such as express entry, international graduates, skilled workers inside and outside Canada, critical workers and business work permit entrepreneurs.

1. Express Entry

The PEI Express Entry stream allows Express Entry candidates invited by PEI immigration authorities to apply for and receive a provincial nomination. Once invited, 600 additional points will be received and added to the Comprehensive Ranking (CRS) and an invitation to apply (ITA) for immigration to Canada at a subsequent Express Entry draw. There are many streams managed under the PEI PNP, though the only stream aligned with the federal Express Entry system is the PEI express entry stream. Other PEI PNP streams exist outside express entry.

How to enter the PEI Express Entry Pool:
  • Create a PEI PNP Expression of Interest profile. Profile will be active for a maximum of six months.
  • Submit an Expression of Interest (EOI) Form ¬
  • The EOI form is not a formal application to the PEI PNP; as a result, there is no submission fee.

After receiving an invitation to apply for the PEI PNP and submitting an application, applicants are required to pay and application fee of $300 CAD. Once in the PEI Expression of Interest system, candidates are assigned a score out of 100 in the PEI Express Entry stream points grid.

Points in the express entry system are calculated based on many factors:

  • Work experience
  • Employment
  • Adaptability

Invitations are issued to the top-ranked candidates in periodic PEI PNP draws. You can keep track of draws on our Canada PNP Live Tracker. After receiving an invitation, candidates have up to 60 days to submit an application to the PEI PNP.


2. International Graduates

If you graduated from a designated university or college in Prince Edward Island (PEI) and you are currently working in the province, you may be able to apply for Canadian permanent residence through the PEI PNP International Graduate stream, part of the Labour Impact category.

Eligibility Requirements:
  • Must have a full-time long-term job offer (two years minimum) from a PEI employer in a skilled occupation (NOC 0, A, B)
  • Must have a legal status in Canada and a valid post-graduate work permit.
  • Must be able to attend an interview with PEI PNP staff if required.
  • Must have successfully completed a post-secondary degree or diploma (two years minimum) from a PEI post-secondary institution.
  • Candidates must be between the ages of 18 and 59.
  • Must have English and/or French languages skills sufficient to perform the job offered.
  • Must have sufficient financial resources to pay all immigration costs for the candidate and his/her family.
  • Must demonstrate intentions to settle in PEI.

If you meet the eligibility criteria outlined above, you may then create a profile in the PEI Expression of Interest system. Your profile will remain active for six months. Candidates must ensure to fill all the required information and provide all the required documents with accuracy. An Expression of Interest is not an application, but an indication of your interest in being considered to apply to the PEI PNP. If you are invited to apply, you will receive an email verification and you will be required to fill the application forms. Your employer is also required to fill and complete employer forms.

The Expression of Interest submitted to the PEI PNP International Graduate stream is free of charge. If you are invited and choose to apply, the application will cost $300 CAD.

3. Skilled Worker Outside Canada

If you have a job offer in the Canadian province of Prince Edward Island (PEI), you may be able to immigrate to Canada through the PEI PNP Skilled Worker Outside Canada stream even if you have never worked in Canada before, part of the Labour Impact category.

Eligibility Requirements:
  • Must have a fill-time job offer from a PEI employer (minimum two years) in a high skilled occupation (NOC 0, A, B)
    • – This job offer must be approved by the PEI PNP officials prior to submitting an Expression of Interest profile
  • Must have a legal status in your country of residence.
  • Must be able to attend an interview with the PEI PNP office if required.
  • Must have successfully completed a post-secondary degree or diploma (two years minimum)
  • Candidates must be between the ages of 18 and 59.
  • Must have English and/or French languages skills sufficient to perform the job offered.
  • Must have sufficient financial resources to pay all immigration costs for the candidate and his/her family.

4. Skilled Worker in PEI

If you are working in PEI, you may be able to immigrate to Canada through the PEI PNP Skilled Worker in PEI stream, part of the Labour Impact category.

  • Must have a fill-time job offer from a PEI employer (minimum two years) in a high skilled occupation (NOC 0, A, B)
  • Must have a valid work permit to work in Canada.
  • Must be able to attend an interview with the PEI PNP office if required.
  • Must have successfully completed a post-secondary degree or diploma (two years minimum)
  • Candidates must be between the ages of 21 and 59.
  • have at least two years of full-time work experience in the past five years.
  • Must have English and/or French languages skills sufficient to perform the job offered.
  • Must have sufficient financial resources to pay all immigration costs for the candidate and his/her family.
  • Must demonstrate intentions to settle in PEI.

5. Critical Worker

The PEI PNP Critical Worker stream is a potential Canadian immigration option for workers with a job offer in PEI in an occupation at National Occupational Classification (NOC) skill level C or D. This stream targets semi-skilled workers and offers a route to Canadian permanent residence for workers who are not eligible to pursue immigration through the Express Entry System. The invitation rounds for this stream happen regularly.

Eligibility Requirements:
  • Must have a fill-time job offer from a PEI employer (minimum two years) in a position at National Occupation Code (NOC C, D)
  • Must have worked for at least six months full-time for the PEI employer.
  • Must have a legal status and a valid work permit in Canada.
  • Must be able to attend an interview with the PEI PNP office if required.
  • Must have a minimum education of secondary school.
  • Candidates must be between the ages of 18 and 59.
  • Must have at least two years of full-time work experience or relevant education in the past five years.
  • Must provide a language test from an approved testing institute within the past two years with a minimum score of Canadian Language Benchmark (CLB) 4.
  • Must have sufficient financial resources to pay all immigration costs for the candidate and his/her family.
  • Must demonstrate intentions to settle in PEI.

6. Business Work Permit Entrepreneur

The Business Work Permit stream of the Prince Edward Island Provincial Nominee Program (PEI PNP) is for foreign nationals with business ownership or extensive management experience who would like to move to PEI to start their business. Successful applicants first move to PEI on a work permit, then become permanent residence if certain business-related targets are satisfied.

Eligibility Requirements:
  • Must have a minimum net worth of $600,00
  • Must have a minimum education of secondary school.
  • Candidates must be between the ages of 21 and 59.
  • Must have past employment or business ownership experience.
  • Must meet a minimum language skill requirement higher or equivalent to a Canadian Language Benchmark (CLB) 4.
  • Must live in PEI while providing day-to-day active management of your PEI-based company.
  • Must attend an interview with the PEI office of Immigration staff.
  • Must meet the terms and conditions of the Performance Agreement signed with the Office of Immigration.

Candidates must ensure to fill all the required information and provide all the required documents with accuracy. An Expression of Interest is not an application, but an indication of your interest in being considered to apply to the PEI PNP. If you are invited to apply, you will receive an email verification and you will be required to fill the application forms. If you are approved, you will receive a letter of support from PEI for a temporary work permit so that you can move to Canada and establish the business in PEI.

After you are approved for a work permit, you must move to PEI and start your business. After you have fulfilled all the terms and conditions of your Performance Agreement you will be issued a nomination certificate, allowing then to apply for Canadian permanent residence.

The Expression of Interest submitted to the PEI PNP International Graduate stream is free of charge. If you are selected for nomination, the application fee is $10,000 CAD, which must be submitted with your application. If your file is not accepted, the entire fee will be refunded. If your file is declined or withdrawn prior to you being interviewed by PEI PNP office, $7,500 will be refunded. If your file is declined or withdrawn after you have interviewed with the PEI PNP, the entire fee is non-refundable.
